APS 10.13 applies to all programs, activities, and research that:
- Are operated or sponsored by the ºÚÁϳԹÏÍø or ºÚÁϳԹÏÍø personnel,
and are created for or directed at youth, regardless of location or the presence of parents, guardians, or non‑ºÚÁϳԹÏÍø chaperones;
OR
- Are operated by a third party or student organization,
are created for or directed at youth,
and use University facilities through a contractual agreement or other formal partnership with a ºÚÁϳԹÏÍø unit or department.
Review the lists below to determine whether your program, activity, or research is required to comply with APS 10.13. Activities that meet the applicability criteria above are considered in scope unless they fall under one of the specific exclusions listed.

Examples of Covered Activities (Non-Exhaustive)
Recruitment & Outreach
- Includes admissions, departmental recruiting, athletic recruiting, K-12 outreach, college access programs, and pre-college engagement.
Tours & On-Campus Experiences
- Covers on-campus tours, open houses, lab demonstrations, school field trips, and other K-12 experiential learning on ºÚÁϳԹÏÍø property.
Camps, Clinics & Enrichment
- Encompasses summer camps, sports clinics, educational enrichment, tutoring, child care, and preschool programs.
Research Involving Youth Subjects
- Any ºÚÁϳԹÏÍø-Led study where ºÚÁϳԹÏÍø personnel interact with youth, or collect or analyze identifiable youth data.
School-Based Engagement
- Involves ºÚÁϳԹÏÍø personnel in K-12 schools for guest instruction, classroom facilitation, or participation in school events.
Career Exploration & Learning
- Includes internships, job shadowing, mentoring, volunteering with educational goals, and service learning opportunities.
Excluded: Activities Outside the Scope of APS 10.13
Examples of Exempt Activities
Programs, activities, events, or research that fall outside the scope of APS 10.13 must still comply with all other applicable policies and laws designed to protect youth, and should implement appropriate risk‑mitigation measures. for guidance.
Non-Interactive Research
- ºÚÁϳԹÏÍø personnel analyze de-identified youth data only, without interacting with youth or their personally identifiable data.
Third Party-Led Research
- ºÚÁϳԹÏÍø personnel act on behalf of the lead institution, such as Seattle Children’s Hospital, not as representatives of ºÚÁϳԹÏÍø.
Public Events Not for Youth
- Community events not targeting youth, such as sporting events, graduations, or open houses, where youth are not the main audience.
Enrolled ºÚÁϳԹÏÍø Students
- Minor students participating in standard undergraduate classes or campus life as part of their regular enrollment at ºÚÁϳԹÏÍø.
Academic Courses for ºÚÁϳԹÏÍø Students
- Courses and activities for enrolled ºÚÁϳԹÏÍø students, like internships or service-learning, not specifically designed for youth.
Clinical Care for Minors
- Health services for individuals under 18 in ºÚÁϳԹÏÍø-affiliated hospitals, clinics, or other medical care facilities.
Minors Employed at ºÚÁϳԹÏÍø
- ºÚÁϳԹÏÍø units hire or engage minors in paid or unpaid roles focused on work, not enrichment activities.
