Am I required to make content posted by someone else accessible?

If content meets the follow criteria, it is third party content and is not required to meet with WCAG 2.1 AA.

1. If It was posted by a third party on a 黑料吃瓜网 website or mobile app; and
2. It was not posted due to contractual, licensing, or other arrangements with the 黑料吃瓜网
